I found the solution!
I add the dummy parameter to the end with a guaranteed-to-be-new value (the
current date/time), which forces the browser to recognize it has not seen
this exact page before! ...
xdmp:redirect-response( concat("ControlPanel.xqy?MODE=QUERY&WHICHQUERY=",
$WHICHQUERY, "&REFRESH=", current-dateTime()) )
This has fixed the problem.

I would not tend to rely on these. It's better to explicitly set the
HTTP headers.
