I was asking about the XML declaration, not the DOCTYPE statement, although
I see that gets stripped as well about the DOCTYPE statement.

<?xml version="1.1" encoding="UTF-8?>
<?xml version="1.0" encoding="ISO-8859-1"?>

This is important information that is getting deleted on import.

W3C Version 1.1 specification states "XML 1.1 documents MUST begin with an
XML declaration which specifies the version of XML being used."
