I was asking about the XML declaration, not the DOCTYPE statement, although I see that gets stripped as well about the DOCTYPE statement.

W3C Version 1.1 specification states "XML 1.1 documents MUST begin with an XML declaration which specifies the version of XML being used." Thanks for the explanation.
