Perhaps this is obvious, but I've learned to always eliminate the obvious first. :-) Have you verified that the firewall on your Win 2008 server is allowing connections to port 8001? My experience has been that this port is generally disallowed by default.
If that is not the issue, I think you need to elaborate on what you mean by "unresponsive"...
