Unfortunately it looks like you've run into a bug that affects localized 
Windows environments. We're tracking this and hope to release a fix in a future 
release. In the meantime, do you have a Linux environment you could use? We 
offer pre-configured instances on Amazon's EC2 that might be of interest as 
well <http://developer.marklogic.com/cloudcomputing/>.
