Hi, My first idea is to use the ML CPF framework, http://docs.marklogic.com/5.0doc/docapp.xqy#display.xqy?fname=http://pubs/5.0doc/xml/cpf/title.xml
When you use .net app to load documents, specify a state (the default state when you load document is "http://marklogic.com/states/initial";), such as " http://marklogic.com/states/unpublished";, then after the editor/admin review, change the a different state "http://marklogic.com/states/published "....
