Look into basic vs digest authentication. That's usually the problem with 
Windows.

Note that some versions of Windows do very silly things with webDAV. I recall 
one release of Vista that would cache the result of a bad login attempt, even 
while asking the user for a new password. We verified that problem with a 
packet trace, and then worked around it by logging out or remapping the drive 
to force a retry.
