Hi, I just installed MarkLogic 5.0-3 Express on a US Windows XP SP3 virtual machine and it solved the issues I had with the French version. So I assume there is a bug in ML that prevents its Configuration Manager and Monitoring Dashboard from working on non-US Windows.
