JMS is inherently Java.  It's the Java API for messaging services.  It is (by 
definition) for Java and no other languages that aren't on the JVM.

Now JMS supports different middleware message providers.  Depending on what 
provider you choose it might have a wire protocol that can work with XQuery.

Apache's http://en.wikipedia.org/wiki/ActiveMQ has other interfaces besides 
JMS.  See http://activemq.apache.org/cross-language-clients.html for a list.  
You can use its REST interface via XQuery calls, for example.
