When I see that page, it's generally because the server's not running.
I'm unfortunately not familiar with MarkLogic on Windows -- but I'd
expect there to be a new service to start. That file is all that's
needed to begin.

Did you choose Start > Programs > MarkLogic Server > Start MarkLogic
