I had tested j802 jqt on 32-bit windows xp and it ran without any problem. I don't think your issue is related to on-line or off-line, but rather your parituclar OS is not supported.
BTW 32-bit windows xp should have sp3; you said you ran window NT in your first post. The following is copied from j803 installation guide. Note: both Windows XP and OSX 10.6.8 are no longer supported by their vendors and no longer receive security updates. Future support of J on those platforms is not guaranteed.
