I think there are a couple things to consider here: 1. Off-list discussions, and commits made based on such discussions: There is absolutely nothing wrong with that. The resultant code is public and can be reviewed. If the reasons behind a change are not clear, well, it's up to the devs to document the code and/or explain on the dev@ list; but forbidding off-list discussions implies forbidding hackathons and ApacheCons, for example. 2. Committing changes that were made by someone else: this is potentially a bit shadier, but in general, the committer is responsible for the change, not the author. A committer might even hire someone to develop stuff for them ... that'd be a bit fishy, but not invalid. The only objection I can think of is if a committer shares her ASF account with someone else. I've seen no indication of that happening. Personally I'm not too happy with how this community tracks issues, but hey, if it works for them, why fix it?
