I checked:
- incubating in name (although I notice the pip package doesn’t - is this a 
limitation?)
- signatures and hashes all good
- DISCLAIMER exists
- LICENSE and NOTICE file
- all source files have ASF headers
- No binary files in release
- Can compile from source
