I'm on both the Incubator PMC and on the Apache Annotator PPMC, but wasn't sure

I went through something similar on Mac: needed to install various packages 
with yarn.
I think I already made the suggestion to document some of this for next release,
though I too failed to record it in detail.

For the record, repeating my +1 from the vote @annotator.
