New ICLAs are not often needed, even when their email addresses change. Users with Apache ids can change their forwarding email address themselves via id.apache.org . If they fail to change and their agedb.io addresses become invalid, they will need to file new ICLAs. I only found one reference to agedb.io in our ICLA records...
