If you read the page https://incubator.apache.org/guides/ppmc.html and go to the Voting in a new PPMC member you may find the process description unclear and not in the expected order. There is also a missing step.
1. The prospective PPMC member should be invited before the NOTIFY email is sent. (a) that’s the rule for PMCs, and (b) what if the person chooses not to accept? 2. The email template needs an update as it is using old domain names in the instructions. 3. The final step of adding the PPMC member to the podling’s roster is missing. (The PMC Notify process is handle there.) Since one of the goals of Incubation is to teach the Apache Way the IPMC should align processes with how the Foundation has evolved.
