Hi, IP clearance does apply to podlings. The podling IP clearance guide [1], under "IPMC Responsibility around IP Clearance", links to the ip-clearance instructions and says: "These instructions also apply to podlings."
This is a donation into an existing podling codebase, so the IPMC delegates the acceptance decision to the PPMC. Three binding votes are required and mentors need to be involved. The IPMC still wears the second hat and checks the paperwork is in order, and an officer or member completes the process, typically a mentor. So Leonid was right to file the form. Cloudberry's PPMC vote passed with four binding votes [2], but none of the three mentors voted. Mentors, please review the donation and say so on the thread. The paperwork and provenance check falls to you. Dianjin, no. The SGA is one of the items on the clearance form. Finish the clearance first, then request the repo.
