In this case, probably yes because the announcements list is a moderated
list. Therefore, where do you "reply" for discussion?

p.s. I'm strongly in favor of the Reply-To: header because it fosters
community by keeping the discussion on the list and I hate getting duplicate
emails as a result of the fact that most mail clients CC the original author
when the Reply-To-All option is selected.
