I don't know the history exactly but it doesn't really compete with docbook
(a document DTD) becuae it is a XML publishing engine. It was produced by
Pier Fumagalli (sp?) when he was at IBM and was part of the basis on which
Cocoon2 was designed. It is still available in CVS (xml-stylebook????) but no
one really maintains it anymore. Ask on cocoon list for more details.

I don't think it was ever a project per se.

Probably Cocoon2 (see xml.apache.org) - not sure. Anakia is the product
many jakarta projects use.
