.. and if that software is already written, but under the GPL? a) rewrite the code. b) try to convince the authors to adopt a more liberal license. I'd say a normal course of action is to attempt b), and then default to a). This is what happened with the Webmacro saga, resulting in Velocity. I will write a small patch for jakarta-site2.
