There was already a versioning page, so I made this packageversioning instead.
http://jakarta.apache.org/site/packageversioning.html It's not linked into the rest of the site yet, except for the Guides outline, which is also in draft form http://jakarta.apache.org/site/guides.html (at the Release Manager's Guide). But it is now under CVS for discussion purposes.
