The dist/ directory exists as an emergency backup.  Everything is supposed
to be downloaded from a mirror, which use rsync to acquire content.

Where dist come into the path?  I don't see it (above).

Does Maven support mirroring?

I understand.  The reason I mentioned the repository project was because a
purpose of the repository project was to agree on a repository structure
that supported mirroring.  Does Maven support mirroring?
