We've been discussing the same subject over at Struts, and one excellent point that Craig brought up is consideration of ease of refactoring / moving code across units of source control. I think this might be an important consideration for Commons as well, in determining whether separation occurs above or below the 'trunk' point in the tree.
That's an excellent point. Commons will want to promote things from sandbox to 'proper', so being able to move easily will have big payback.
