i think i'm (almost) persuaded by this. it's been too fuzzy for too long
and we need to start tightening things up. 

we have been trying to move any more general material from jakarta to
the foundation site. so, this would be better at the foundation level.
probably better quality of oversight there, as well.  

i follow the licensing list. IIRC there was a plan to create a legal FAQ
for committers. i might volunteer to set something in motion...
