I tried that to no avail. So reloaded a copy of J, downloaded the system
libraries,and jal.zip and unpacked them both.
7za.exe was not in the archive from the URL called by the JWiki but 7a.exe
was. It needs the double quotes in the command line. By default it unpacks
the data into a folder with the zip file name. It is important to unpack
the files to addons\config.
I had made two previous attempts to install and remain puzzled by the error
I reported, but it is now working fine, and a very nice enhancement.

I suspect something in the config or startup script. Please move
everything out of your ~config directory (.../user/config),and try
again. If that works, then try reinstating files in config.
