Likely it is still not set up correctly.

The set up instructions for 7-zip are at the foot of page
http://www.jsoftware.com/jwiki/System/Installation/Windows#zip .

As noted there, you can use either 7za.exe or 7z.exe. You should not
specify any directory in the command line - pacman will unzip into the
appropriate directory.
