Roger - your HTML displays as expected - regular size black line followed by
2 larger
blue lines - in the following browsers:

MSIE version 6.0.2900.2180.xpsp.050622-1524 (c 1995-2004)
Opera version 9.10, build 8679
Firefox version 2.0.0.2

Roger,
I tried your example as a local HTML file in both IE 6 and Firefox 1.5.0.9under
WinXP. I also tried your link in IE. They all looked fine, the first
line was
black, the next two were blue.
