I think "open" in Windows means "run the program associated with this extension using this file as its argument" - it's not just a "load" from a J point of view but from the viewpoint of many others as well. It's just that some commonly opened files, like Word and Excel documents, don't do anything other than show you the contents of those files unless the file's "auto open" is set.
