The solution to Spam is ham poison:

You not only have to filter and trap on the spam:

0) Only the spam recipient can effectively trigger any of hte following:
1) You must feed it back to the correct and actively aggressive enforcement
authority
2) You must trap and nuke the spam originator so that it is more costly to
spam than not
3) You must make the ISPs who permit spam entry without enforcement
   to bear the burden of the co$t enforcing antispam
4) You either have a registered public confirmed legally trackable ID
   for your email address which you then bear responsibility for the use of
or
5) It is regarded as an anonymous address which in turn gets nuked in it is
used spamming.
$)  Any spam the recipient properly triggers should end up with money in his
hands.

the last will take major legislation to enact:
note the weakening of the US anti-malicious telephone solicitation laws:

  The monies now go only to the states for the new laws.

Start to finish the technical solution would take about six weeks to
propagate through the net;
but only after the appropriate elaws get passed.

And enforced.  And allowed.

This of curse would end sales profitability of dumping spam on people.

I have never quite bought this argument.  Surely one can search for
<at> as easily as @.

I have an email address which is published by my employer on publicly
accessible websites.  However, I get almost no spam because of good
filtering.

I also have a domain and an email address I rarely use.  Despite this
being more difficult to find, I get tons of spam.

Address munging is inconvenient and ineffective, IMHO.  The solution
to spam is filtering.
