Experimenting would answer this question:

           a =. 1 2 $ 9
           b =. 3 4 $ 9

           a ,: b
        9 9 0 0
        0 0 0 0
        0 0 0 0
        
        9 9 9 9
        9 9 9 9
        9 9 9 9
           
To see whether this is general, try other expressions you think would make
items of  a  and  b  and then concatenate them.  What about  > a;b  ?
