On a fairly basic install of Windows XP Professional SP2, logged on with a limited account I get a menu when I right click on menu item in the Start menu. If you do not, you might be able to enable the menu by: right click Start menu|Properties|Start Menu tab|Customize...|Advanced tab|Enable dragging and dropping. Having said that I have to admit that I can't get Windows Explorer to start when I try to Run as... an account with Admin permissions.
