jconsole does not, in and of itself, have any menus.

That said, in j701, you currently have two user interface options
which give you menus, and both of them run under jconsole: gtkide, and
jhs.

For gtkide, you need to install it, once.  (In jconsole:
install'gtkide') .  And then you need to run it (in jconsole:
load'gtkide').  Once you have it installed, I think you can also start
jconsole as: jconsole gtkide and this should get you up and running in
that environment.

For jhs, using it is a bit more involved. I forget the exact details,
but jhs is supposed to come pre-installed with J and you probably have
a program that you just need to run (on windows, it's jhs.bat), and
then you visit a url (which is displayed in the jconsole session) in
your browser.  Anyways, you wind up running jhs from within jconsole
and jconsole becomes a web server which you visit with your browser
(and you have menus there).  I thought following the instructions on
the download page would be sufficient, but I am not able to find any
official instructions on how to run jhs -- the best I can find is
