Yes, I have run into this issue in other contexts.

Google chrome Incognito Mode is a good way of getting a session
without cookies (but beware that it also imposes an artificially low
ceiling on the number of cookies it will support -- it will allow 20
cookies per domain, in the versions I have used).

Note also that javascript on the page can detect whether this limit
has been hit:

Step 1: Assign the cookie name=value string to document.cookie

Step 2: examine document.cookie and see if that name=value string is
present.  If not, the browser is refusing to set the cookie, and if
document.cookie is not empty this probably means its cookie jar is
full.
