There are alot of factors at play, starting with the type of food,
quality of the resteraunt, and the location.  Overall, food is less
expensive outside of LA, NY, Chicago, San Francisco, etc, however you
can still find relatively cheap eating in NY.  There are Denny's
everywhere, and while the prices do vary somewhat (i remember the same
menu in Pittsburgh as there is out here in the SF Bay area, and the food
is definitely about 15% higher priced out here, its still no where near
$100 for a meal for two people (more like US$20).

If you want to eat in a really good resteraunt, be it NY, or any other
big city, then it will cost upwards of $100 for two people (not even
counting alcohol in many cases).  However, if you stick to chain, or
small, less classy establishments, you can easily eat for well under $30
dinner.  And of course there's fast food everywhere (McDonald's etc) and
you could manage to feed a family of 4 there for under $20.

As for finding an apt in NYC, there are loads of available apts.  Just
check the NY Times classified ads, and you'll see hundreds of listings. 
I'm sure that if you're really picky, and want an apt in a specific
building you'd prolly have to wait until someone moves out (be it from
death or something else), but as long as you're only focusing on
specific neighborhoods, its not that bad.
