CIA (www.cia.gov/) is, by mandate and by law, a foreign intelligence
agency. Their job is to collect analyze and disseminate intelligence
material and assessments that support US national security and national
interests.By extension, this includes, but is not limited to, US foreign
policy. In the British context, the CIA equates to MI6.

CSIS (http://www.csis-scrs.gc.ca/eng/menu/welcome_e.html), on the other
hand, is a security intelligence agency, as its name implies (Canadian
Security Intelligence Service). They replaced their predecessor, the
RCMP Security Service (which was disbanded after they were caught
burning down a barn - go figure). The principal mission of CSIS is to
protect Canada and Canadians from security threats posed by espionage,
terrorism, sabotage and subversion. In this context, their mandate is
more analogous to the FBI, but without powers of arrest, etc. 

CSIS is NOT a law enforcement agency, although under certain specified
circumstances they may share the information they collect with law
enforcement agencies when it is legal to do so and 'within the national
interest.' In British terms, CSIS equates almost directly to MI5

Near as I can tell, none of these are akin in any way to the SS, which
was a German elite military organization, with super-legal powers, used
to exert political force over the German people, as well as the
populations of those countries that the Third Reich occupied.
