If there is such a person, I doubt if they could operate effectively against their peers. I recall a story about a freshman Congressperson being put on a committee first thing. He talked and voted against a particular piece of 'pork' that he thought was unnecessary. Later, when he was riding in an elevator with a senior member of the committe, he was told: "Don't you *ever* put your hand in my pocket again. Play along with the game, son."
