I do not know about such an requirement. Even if we do not push to
Central so that requirement that no apply I think that we still can do
the cleanup. Isn't it?
I asked the question about the transitive closure on maven irc so I
will keep you informed about.

Till then maybe it will be useful to startup a vote. Shall we do the
repository cleanup?
