Could it be b/c I moved the DEFAULT_REPOSITORY to first in the list of 
FALLBACK_REPOSITORIES?

There is a org.eclipse.osgi/org.eclipse.osgi artifact in that repo:
https://repository.sonatype.org/content/groups/pax-runner/org/eclipse/osgi/org.eclipse.osgi/maven-metadata.xml

If you can set the org.ops4j.pax.url log level to TRACE, you'll see what its 
doing during those unit tests.  That may help show us what's the root cause.
