Chances are higher that you will get it fixed and released with 2.4.0
final. This depends on other RC releases (Pax URL).
So what we can do in short term is another RC called 2.4.0.RC2. Those are
totally valid and supported releases (distributed via Maven Central).
Would this work for you ?

Anyway, since Karaf is "ok" with using 2.4.0 in their parts, i think
cutting a 2.4.0 is also close to final.

I am usually not a big fan of maintaining old "bug fix" versions for
ancillary tools like Pax Exam.
