I had the same issue.
My workaround was to put all my settings also into the maven_home directory not the .m2 directory.

This seems to be caused by the current version of the maven release plugin creating a temporary settings.xml for the release process, which is missing the passphrase contained in my personal settings.xml.

Does anybody have a workaround for this? Maybe with the GPG agent? I'm not sure how to configure and run the agent...
