/smack/load (better: /smack/load2) is empty by default, and rules are
supposed to be read from /etc/smack/accesses.d/ into that file. If that
functions properly, you will see that /smack/load2 contains access rules.
It seems that the access rules files are missing in /etc/smack/accesses.d/.
