So the following link points to a RD-210 Tizen 2.1 image that has working wifi:
http://download.tizen.org/releases/2.1/latest/images/RD-210/tizen-2.1_20130517.6_RD-210.tar.gz Note that the filename is exactly the same as others (siblings of the 'latest' subdirectory) that have defective wifi.
