Hello Thiago and Olivier,
Since Tizen platform needs to be applicable to diverse devices, we need to
cover a reasonable boundary on device capabilities where ARM Mali 400 biting
into a big portion of this pie.
Unfortunately, Mali 400 only supports OpenGL ES 1.1 and 2.0 for the time being.

Your statement of fact is correct. However, OpenGL ES 3.1 is not guaranteed to
be present on all Tizen devices. Only 2.0 is guaranteed.
You can probably check at runtime what version you have available and use
glGetProcAddr to get the entry points to the 3.0 and 3.1 functions.
