I believe it's your choice although the infrastructure@ folks seem to have an inkling for SVN.
We should probably stick with CVS for the time being. It would probably better to switch all the logging projects simultaneously and I don't see a compelling reason to do so now.
Does log4net have a Bugzilla or JIRA? There is not one listed on http://logging.apache.org/site/bugreport.html?
