I think you're looking at the wrong help doc, that's about global SMTP settings, what you're interested in is configuring a Notification Schema... http://www.atlassian.com/software/jira/docs/latest/notification_schemes.html ...however that also requires 'JIRA Administrators' permissions, which is (i think) only given to Infra and PMC Chairs (ie: Grant ... but Doug may still have access) -Hoss
