Do you have the "Administration" menu item in the top of your page? Next to the "Create New Issue"? Actually, I see the diff... I think you are just now a "Role Admistrator", meaning you can add other people to various roles.

lucy-dev.

For the record, one more step was needed -- I had to allow jira at apache dot org to post to lucy-dev. This was accomplished by following the instructions
at <http://www.ezmlm.org/manual/Adding-Aliases.html>.
