No. I think there is nothing to do in Apache. Well. I think the best decision is to create two variables. The first is URL-escaped to use it in A HREF. The second is unescaped. I'm writting this in to our TODO, but under low priority. I can't promise it will be implemented very soon. We have a lot of other, more requested, work. You can try to fix sources yourself then send us a patch.
