Hmmm, you're right, there is no 'login' in that page. Log in or sign-up from here: http://simile.mit.edu/issues/secure/Dashboard.jspa at that point, you'll have the "add issue" link. The weird thing is that the ASF Jira does have a 'login' link... so maybe we should upgrade our jira installation.
