Hmmm, you're right, there is no 'login' in that page.

at that point, you'll have the "add issue" link.

The weird thing is that the ASF Jira does have a 'login' link... so
maybe we should upgrade our jira installation.

Also, I think we should add a "add issues" link even to those who are
not logged in, at least that explains them what to do.
