This doesn't leave me with much hope that that's as simple an operation as it sounds: http://www.atlassian.com/software/jira/docs/latest/extending.html unless we can get the JIRA source. A simple grep through the original JIRA files for the phrases 'rowse project' and 'reate new' only shows them embedded in .class files.
