Firstly this is most appropriate to one of the Xerces mailing lists and
not the general one. (Have you searched the mail archives at
http://marc.theaimsgroup.com/?l=xerces-c-dev )

You haven't said whether you have looked at 

http://xml.apache.org/dist/xerces-c/stable/

which is the page on the website for stable downloads.

It has at least one win32 build but I don't know if it is the variant you need.
