User questions are fine on a development list whilst there isn't a "user" list. A software project usually goes through a period of time where there are no users who aren't developers, so the development mailing list usually comes before the user one. When the number of "user" questions becomes so great as to be distracting to the developers then people set up a "user" list. Before that however developers are usually happy to help users of their software if the users have read the documentation, searched the mail archives, read the FAQ, etc. This is (IMHO) true for all the Apache lists I've been on. ------------------------ I think it only polite to look at the mailing list archives.
